The monitoring system "Nioman" is destined for managing security and fire, ecological and technological situations. It provides control of fixed and mobile units (ambulance, fire brigade, breakdown service, duty crew, money collection, etc.). When controlling mobile units, their coordinates, speed and movement direction are defined. The location of stationary and mobile units is displayed on the electronic map. On the basis of "Nioman" system there can be built multilevel Integral Duty–Dispatcher Services IDDS, consisting of closely interacting city, district, regional and state terminals of Ministry of Emergency Situations, Ministry of Internal Affairs, State Committee of border forces, etc. It can be applied for creation and maintenance of Emergency service like 911.
